Symposium – What Is the “European Capital of Culture” Brand

In 1981, Melina Mercouri became the first woman to serve as Greece’s Minister of Culture. On May 13, 1985, during a European Council meeting, she introduced the idea of uniting Europeans through culture. This initiative gave rise to the European Cities of Culture, which later evolved into what we now know as the European Capital of Culture program. The title itself has been awarded since 1999—25 years and counting. Over all that time, it hasn’t even developed an official logo. Yet every year in two EU countries, many cities compete fiercely for the honor. Why is it so coveted? One reason might be the legendary transformation Glasgow experienced after winning the title, and the success of Liverpool as a European Capital of Culture even inspired the United Kingdom to create its own national version. Undeniably, the program has become a symbol of growth and European cooperation fueled by a desire for change. Interestingly, the financial prize is just 1.5 million euros, which is relatively modest compared to the scope of the endeavor. 

Together with the Culture Next network, we decided to host a symposium to examine the European Capital of Culture brand and join the discussion about the program’s newformat, set to be debated next year. Bielsko-Biała welcomed guests including Dr. Beatriz Garcia—who has long researched the program—and other individuals deeply involved in this fascinating topic. Next year, we plan to publish an additional report featuring insights fromthe symposium.
